Daniel Annerose, chief executive of Manobi, an African mobile data services company, and José Alfredo Rizek, executive director of Indotel, the Dominican Republic's telecoms regulator, take part in our debate celebrating the 10th anniversary of the Basic Telecommunications services deal.
