This training course on international trade for
Latin American officials comprised 29 multilateral trade negotiation
modules and simulation exercises. It was attended by 25 high level
government officials from 16 Latin American countries.
The closing ceremony was chaired by Mr Paul Rolian, Director of the WTO
Institute for Training and Technical Cooperation (ITTC) and Professor
Jeanette Irigoin, Director of the Institute of International Studies of
the University of Chile.
Professor Irigoin said that the course had been a total success. After
recalling that the Institute had devoted itself to imparting training on
international topics for nearly 40 years, she said that she had been
privileged and proud to participate in this new trade policy course. She
thanked the WTO and the ITTC for the confidence placed in the Institute.
Turning to the participants, she said: "To you, my sincere gratitude for
having taken such full advantage of this experience at our university."
Mr Rolian publicly expressed gratitude, on behalf of himself and the WTO,
to the Government, the University of Chile and the Institute of
International Studies for their support and participation in the project,
and thanked all those who had helped bring this ambitious project to a
successful conclusion, in particular Professor Francisco Prieto, Academic
Director of the course, and his team. He expressed confidence that, with
the skills and knowledge they had acquired from the course, the
participants would be of greater service to governments, particularly at
the present decisive stage in multilateral trade negotiations. In
conclusion, he welcomed the fact that the course had resulted in an
improvement in institutional capacities and enhanced links between the WTO
and the academic community of the region; this would promote the
establishment of training and research programmes at regional level.
