From GATT to WTO Achievements and Challenges

1948. The second world war had just ended. GATT, the General Agreement on Tariffs and trade was created to bring order, security and fair competition to world trade.

Its rules defined what the governments could - or could not - do with their trade policies. GATT was also a forum for countries to settle disputes and to negotiate lower trade barriers.

Fifty years later, the World Trade Organization has taken over the duties of the old GATT, and is handling important new areas of trade.

It has achieved much, and is facing new challenges.

This video explains for a wide audience the role played by GATT and the new WTO. It traces the evolution of the trading system and looks at how the system works. It includes comments from a wide range of backgrounds.

Du GATT à l'OMC Réalisations et défis  

1948. La seconde guerre mondiale venait de s'achever. Le GATT, l'Accord général sur les tarifs douaniers et le commerce, fut créé pour apporter l'ordre, la sécurité et une concurrence loyale dans le commerce mondial.

Ses règles définissaient ce que les gouvernements pouvaient faire - et ne pouvaient pas faire - avec leurs politiques commerciales. Le GATT était aussi le forum où les pays réglaient leurs différends et négociaient l'abaissement des obstacles au commerce.

Cinquante ans plus tard, l'Organisation mondiale du commerce a repris les tâches de l'ancien GATT et s'occupe aussi de nouveaux domaines d'échanges.

Elle a de nombreuses réalisations à son actif et se trouve maintenant devant de nouveaux défis.  

Cette cassette, conçue pour un large public, explique le rôle joué par le GATT et par la nouvelle OMC. Elle retrace l'évolution du système commercial et explique comment fonctionne ce système. Des personnalités de milieux très divers y expriment leur point de vue.

Del GATT a la OMC Realizaciones y desafios  

1948. Había terminado la segunda guerra mundial. Se instauró el GATT, Acuerdo General sobre Aranceles Aduaneros y Comercio, para llevar el orden, la seguridad y la competencia justa al comercio mundial.

Las normas del Acuerdo definían lo que los gobiernos podían -o no podían- hacer mediante su política comercial. El GATT era también un foro en el que los países podían resolver sus diferencias y negociar la reducción de los obstáculos al comercio.

Cincuenta años más tarde, la Organización Mundial del Comercio ha hecho suyas las funciones del antiguo GATT y se ocupa de nuevos sectores fundamentales del comercio.

Muchos han sido sus logros, y ante ella surgen nuevos desafíos.

En este vídeo se explica al público en general el papel desempeñado por el GATT y la nueva OMC. Se relata la evolución del sistema de comercio y se examina su funcionamiento. En el vídeo figuran comentarios de muy variadas procedencias.
