The objective of the WTO Chair at the Cave Hill Campus, UWI is to improve the capacity of the Caribbean and other small developing country regions in the area of trade policy formulation as it relates to the growth of new issue areas. The proposed areas are as follows:
- Climate change and trade
- Trade and innovation governance
- Migration and trade in services
- Trade and the creative economy
Goals of the project:
- To provide detailed research on new trade related issues of interest to small developing countries in general, and the Caribbean, more specifically. The key areas of focus will be climate change and trade, trade and innovation governance, migration and trade in services, the creative economy.
- To further enhance training and curriculum development both in the face-to-face programmes (e.g. MITP) in addition to the on-line training arena (Virtual Trade Academy) in the above listed areas of trade.
- To further expand the trade policy outreach of the SRC through the aggregation and dissemination of data, information and policy analysis for educating the wider public on trade policy issues as well as providing timely inputs for trade policy experts/analysts through the SRC web portals: the virtual trade policy portal and the creative industries exchange.
Research:
- The research agenda is to develop a scoping paper in each of the issue areas and to assess global trends, provide a situational analysis at the national, regional, international levels and ultimately to offer policy recommendations. The research project will involve structured interviews with key experts in key institutions. Secondary data gathering will also be conducted.
Training:
- The project relates directly to the teaching and training agenda of the Shridath Ramphal Centre for International Trade Law, Policy and Services. The aim is to further enhance training and curriculum development both in the face-to-face programmes (e.g. MITP) in addition to the on-line training arena (VTA). The goal is to focus on new areas of trade that are emerging and critical to the trade policy agenda of small states.
Outreach:
- The SRC has recently attracted resources from the IADB to implement online training and is proposing to offer courses in these areas. The SRC is also proposing to offer a one-week intensive professional training programme on each of the above-listed subject areas. Consequently, the project will involve the development of course materials and the design of the courses.
- The SRC will develop and deliver two professional training programmes (PTPs) per academic year. The PTPs will be used as a basis for the development of the on-line course content as well.
Duration:
- This will be an ongoing component of the programme — from August 2011 to May 2013
