Complaint by the European Communities.

On 28 November 1996, the EC requested consultations with the US in respect of Anti-Dumping duties imposed on exports of solid urea from the former German Democratic Republic by the United States. The EC contended that these measures violate Articles 9 and 11 of the Anti-Dumping Agreement.
