AGREEMENT ON INTERPRETATION AND APPLICATION
OF ARTICLE VI, XVI AND XXIII OF THE
GENERAL AGREEMENT ON TARIFFS AND TRADE
DONE AT GENEVA ON 12 APRIL 1979
NOTIFICATION OF WITHDRAWAL
With reference to the acceptance by Spain of the above-mentioned Agreement, I have the honour to inform you that on 24 July 1989 I received the following communication from the Government of Spain:
"On 14 April 1982 Spain signed the Agreement on Interpretation and Application of Articles VI, XVI and XXIII of the General Agreement (Code on Subsidies and Countervailing Measures), done at Geneva on 12 April 1979; that acceptance was accompanied by a reservation that was withdrawn with effect from 28 December 1984, implying full application of the Agreement by my country.
On the other hand, with effect from 1 January 1986 Spain became a full member State of the European Communities. Since the European Economic Community is a party to the above-mentioned Agreement of 12 April 1979, there is no reason for Spain to continue in addition to be a party to that Agreement in an individual capacity.
I am instructed by my authorities to inform you that, in accordance with the provisions of Article 19:8 of the Agreement on Interpretation and Application of Articles VI, XVI and XXIII of the General Agreement, Spain is withdrawing its accession to the above-mentioned

Agreement on Interpretation and Application of Articles VI, XVI and XXIII of the General Agreement, it being understood that such withdrawal will take effect upon the expiration of sixty days from today, the date on which you have received the present notification.
This notice of withdrawal corresponds, as explained above, to reasons of a legal and formal character and in no way affects my country's participation in the above-mentioned Agreement, so that as from the date on which the withdrawal takes effect, Spain's participation will be not in an individual capacity but as a member State of the European Economic Community which is a party to that Agreement."
In terms of paragraph 8 of Article 19 of the Agreement, the withdrawal shall take effect on 22 September 1989.
This notification is furnished in accordance with paragraph 12 of Article 19 of the Agreement.
