As you are aware, at the informal meeting of the Committee on Trade and Development held on 27 September 1993, it was agreed that the end-of-year session be tentatively scheduled for 16 November 1993. The Committee will meet again briefly on 23 November to adopt its annual report to the CONTRACTING PARTIES.

Given the work load related to the Uruguay Round, I believe the meeting on 16 November should be as short as possible. The most substantive item on the Committee's agenda for November is the participation of developing countries in the multilateral trading system. It would appear that consideration of this item would be much more relevant after the results of the Round are known, and after Governments have had the necessary time to carry out an evaluation of these results. I therefore propose that this item be postponed until the spring session of the Committee in 1994. Unless I hear otherwise, I will proceed accordingly. Delegations having any questions in regard to this suggestion are invited to address the Secretariat by 12 October 1993.

After consultations with delegations, I have chosen to consult the Committee members on the above-mentioned suggestion through a letter rather than through an informal meeting of the Committee in order to spare delegations time, given the current heavy schedule of meetings.
