This study relies on the views of decision-makers, and only public sources — speeches, press communiqués, articles, statements, and reports from government, administration and civil society stakeholders — are used to report the opinions and decisions of political authorities. Speeches available on government websites are only referenced by dates. The study is further based on selected interviews of public and private decision-makers and on inside analysis provided by ‘players’.
