"The Way Forward for a Successful Partnership"

Four years after the launch of the WTO Chairs Programme (WCP) in February 2010, the partnerships between the WTO and the academic institutions hosting a WTO Chair move into a new phase.

The programme has been successful in catalysing numerous academic outputs in the three WCP pillars: research, curriculum development and outreach. This has included the publication of research, the launch of new diploma and master’s degree programmes and has led to greater interaction among the WTO Chairs and their respective national trade authorities.

A major recent output of this collaboration is an edited volume containing contributions from all 14 chair-holders of the first phase of the WTO Chair Programme (2010 — 2014): “Connecting to Global Markets: Challenges and Opportunities — Case Studies Presented by WTO Chair Holders”. This volume will be officially launched on February 11 at the occasion of a half day public event to be held at the WTO’s Centre William Rappard. At the event the book will be presented and will be discussed in the context of a panel debate involving Geneva based policy makers and academics.

The launch event is part of a one and a half day conference that will also provide the opportunity to wrap up the 2013 exercise and discuss the operational framework proposed by the WTO Secretariat for the future collaboration with Chair holders of the first phase. This framework reflects recommendations made by the Advisory Board and Chair holders during previous WCP Annual Conferences.

Overview of 2013 WCP reports and main findings

The session will take stock of the work undertaken by Chairs in 2013 and provide an overview of achievements by the chairs.

Chair holders have been requested to submit their annual reports on the implementation of their respective 2013 work programs and the main challenges encountered in the delivery of activities. On the basis of this information, the Secretariat will present a summary report and matrix of activities and the main findings contained therein.

New Partnerships with Chairs in Phase II

The WCP, officially launched in 2010 for a period of four years, has provided support to 14 Chairs established in developing countries.  Following a WTO’s management decision I 2013, and given the success of the program in Phase 1, it was decided to continue the WCP for another period of 4 years (Phase 2). This session will present and discuss key elements for the operation of the WCP in phase 2, and more specifically the nature of the partnership arrangements with Chairs from Phase 1. It will also be the occasion to present the new members of the advisory board of the WCP for the next tenure.
