Deep preferential trade agreements involving major trading nations are proliferating. Most developing countries are not participants. A key question is how to preserve in this evolving context an inclusive multilateral trading system. The session will have three goals: (i) it will review key facts on preferential trade agreements; (ii) it will investigate how the changing landscape of PTAs affects Members and non-Members; and (iii) it will discuss proposals of how the international policy community can preserve an inclusive multilateral trading system through initiatives within and outside the WTO.
