Mr. Serafino Marchese, Head of the Training and capacity Building Section of the WTO Institute for Training and Technical Co-operation, chaired the opening ceremony.
The course, which will run until 1st December 2011, represents a “level 3” training activity, the highest level of learning within the WTO's progressive learning framework.
As a “level 3” activity, the course is targeted at participants who already possess a sound knowledge of the WTO rules and disciplines and seeks to enhance their autonomy through, among other things, consolidating their knowledge of the WTO rules and disciplines, consideration of how these disciplines relate to trade policy formulation and enhancing their analytical and negotiating skills. This will be achieved through a multi-disciplinary learning approach which considers both the legal aspects and economic impact of implementing WTO rules.
The training methodology through its interactive modules comprising of lectures, roundtables, exercises and simulations, seeks to encourage the active involvement of participants and promote learning by doing. In addition, by the end of their three-month stay, participants will be expected to complete a project on the analysis of a trade policy issue or topic of their choice.
Networking will be encouraged within the WTO, through access to WTO experts, delegates and representatives from Missions, as well as to experts from other international organizations active in trade-related matters. Attendance at selected meetings of WTO bodies will expose participants to the daily functions of the Secretariat, while briefings on WTO work in-progress will keep them up to date on the WTO work agenda.
