A strong supporter of multilateralism, Ambassador Lampreia was the Brazilian Permanent Representative in Geneva during the conclusion of the Uruguay Round. He represented Brazil at the historic Ministerial Conference in Marrakesh, where the World Trade Organization was founded. As such he greatly contributed to the conception and creation of the organization. Ambassador Lampreia served as Minister from 1995 to 2001.

DG Azevêdo said:

“I worked in Minister Lampreia's office as an economic advisor during his tenure as Minister of External Relations. It was Minister Lampreia who posted me to Geneva for the first time and introduced me to the multilateral trading system.  He was a man of extraordinary political and diplomatic skills. His leadership was — and remains — a source of inspiration for me, and I owe him a great debt of gratitude. I will always remember him not only as a man of great vision, determination and purpose, but also as a close and dear friend. He will be greatly missed by many — both in Brazil and around the world. My thoughts are with his family and friends.”
