Rules of origin

The administration of rules of origin entails the issuance of trade documents (e.g. certificate of origin, importer declaration, certificates of non-manipulation in case of transit, packing lists, etc.). The wider use of digital technologies can greatly facilitate the exchange of the information contained in such documents.

Wider use of digital technologies can be achieved not only by digitalizing certificates but also by enabling the interoperability of data systems for a real-time exchange of information and greater traceability of components. There is also an increasing number of projects in which blockchain technology is used to facilitate certification of origin. Rules of origin and the impact that they have on international trade are discussed in the WTO Committee on Rules of Origin.
