Ms Jean Heilman Grier

Biography:

Jean Heilman Grier has more than 25 years of experience in international trade as a U.S. trade negotiator, lawyer and adviser.  She served as the Senior Procurement Negotiator for the Office of the U.S. Trade Representative for 10 years.  In that role, she represented the United States in the WTO Committee on Government Procurement and in the negotiations of the revision of the WTO Agreement on Government Procurement (GPA) and accessions to the Agreement.  She also negotiated a number of government procurement chapters in free trade agreements.  

Prior to joining USTR, Ms. Grier served as Senior Counsel for Trade Agreements in the Office of the General Counsel of the U.S. Department of Commerce.  Before entering the U.S. government, she was an Assistant Attorney General with the State of Minnesota.

Ms. Grier received law degrees from the University of Minnesota and the University of Washington and an undergraduate degree from South Dakota State University.  She is admitted to the bars in Minnesota and the District of Colombia.  As a Fulbright Scholar at Tohoku University in Sendai, Japan, she conducted research on Japanese administrative law.

Currently, she is the principal trade consultant with Djaghe, LLC., where she advises and provides technical assistance to governments and other entities on international procurement and other trade issues.
