WTO Subsidy Database

The WTO Subsidy Database contains information from subsidy notifications submitted by WTO members under the Agreement on Subsidies and Countervailing Measures for the 2021 notification cycle. The structure of the database follows the notification format used by members (G/SCM/6/Rev.1). By presenting the information in the form of a spreadsheet that follows the structure of the notifications, the database is intended to make the notified information more accessible, making it easier to search and analyze than in the PDF versions of the members' original documents that are available in WTO Documents Online.

Disclaimer

This database is for transparency purposes only and does not in any way replace the original notifications submitted by members or prejudice in any way the legal status, the effects or the nature of the referenced measures under GATT 1994 and the WTO Subsidies and Countervailing Measures (SCM) Agreement. In case of any ambiguity or concern, the original notifications submitted by members prevail.

Background

The SCM Agreement contains a number of notification requirements in the areas of subsidies and countervailing actions. The SCM Agreement (Article 25.2) requires notification of any subsidy as defined in the Agreement, which is specific, as also defined in the Agreement. In addition, the General Agreement on Tariffs and Trade (GATT - Article XVI:1) requires notification of any subsidy that directly or indirectly causes trade effects.

The new and full subsidy notifications of WTO members cover all goods-related subsidies, regardless of sector, i.e. agricultural and non-agricultural subsidies. Members are required to submit a new and full subsidy notification every two years.

About this database

The WTO Subsidy Database, which is based on the 2021 cycle of new and full subsidy notifications of WTO members, contains information on the description, policy objective, duration and type of measure, as well as information on the eligibility criteria, monetary amounts and statistical data on the potential trade effects of the measure, as notified by relevant WTO members.

The WTO Secretariat has made every effort to faithfully and accurately reflect all of the information contained in the notification documents submitted by members that are included in the database. For further information on the technical details regarding the creation of this database, please refer to the “Methodological Paper”.

The data contained in the spreadsheet format is being provided in advance of full review or clearance by notifying Members and remains subject to revision. In this regard, the Secretariat welcomes any corrections from notifying members to their information as presented in the database. The Secretariat also welcomes any supplemental information from members as well as other comments to improve the accuracy and usefulness of the database.
