In the notification, Turkey indicated the following:

“Those who fill out and send Application Form for the Interested Party (application form) to the competent authority within the period of 20 days after the promulgation of the related Communiqué are accepted as interested parties in the investigation. […] The interested parties are required to fill out the Online Questionnaire for the Interested Party (online questionnaire) by logging into http://ithkorunma.ekonomi.gov.tr webpage with the username and password provided by the investigating authority, within the period of 30 days after the initiation of the investigation. […]

This notification also stated the following:

“Consistent with Article 12.4 of the Agreement on Safeguards, Turkey is prepared to consult on the provisional safeguard measure with those Members having a substantial interest as exporters of the product concerned.”

Qu’est-ce qu’une enquête en matière de sauvegardes?

Une enquête en matière de sauvegardes vise à déterminer si l’accroissement des importations d’un produit cause, ou menace de causer, un dommage grave pour une branche de production nationale.

Au cours d’une telle enquête, les importateurs, exportateurs et autres parties intéressées peuvent présenter des éléments de preuve et des vues et répondre aux communications des autres parties.

Un Membre de l’OMC peut prendre une mesure de “sauvegarde” (c’est-à-dire limiter temporairement les importations d’un produit) uniquement s’il est constaté que l’accroissement des importations du produit cause ou menace de causer un dommage grave.
