Le secteur privé livre des réflexions sur l'incidence des règles d'origine non préférentielles sur l'activité des entreprises

L'OMC a organisé une séance d'information sur les règles d'origine non préférentielles le 21 septembre 2016. Cette séance faisait partie d'une série d'activités organisées pour permettre des discussions sur l'incidence que ces règles d'origine ont sur le commerce international.

 

In previous sessions, members heard presentations by the WTO Secretariat, the International Trade Centre (ITC), UNCTAD, the World Customs Organization (WCO), the International Chamber of Commerce, Innovation-Norway, Nike and the Export Council of Australia.

On 21 September, another "information session" was held and presentations were made by CISCO Systems, Bosch GmbH, Arçelik A.Ş. (Turkey), Ashland Services B.V. (Netherlands) and Google Latin America. In addition, a comparative study about national marking of origin (labelling) requirements was also presented (programme attached).

Some presentations ended with concrete recommendations for measures which WTO members could consider in order to simplify and streamline origin-related requirements. Many speakers pointed out that compliance with non-preferential rules of origin often imposes high costs on firms. Some called for the harmonization of non-preferential rules of origin, arguing that having a single global standard would simplify the planning and management of suppliers and reduce the uncertainty and risk associated with certification and marking of origin (product labelling). Many also called for greater transparency in national requirements.

Currently, 47 WTO members implement requirements related to non-preferential origin and 56 WTO members do not. All WTO members have signed regional trade agreements, so all have preferential rules of origin in place.

The WTO Secretariat will organize another information session on non-preferential rules of origin at the beginning of 2017.
