Symposium sur l'itinérance mobile internationale
Organisé par la délégation de l'Australie

Le 22 mars, la Mission de l'Australie a organisé un Symposium sur l'itinérance mobile internationale afin de fournir aux Membres de plus amples renseignements sur les tendances du secteur et sur les solutions règlementaires actuellement à l'étude en vue de résoudre la question du niveau élevé des tarifs d'itinérance mobile. Les entreprises de télécommunication, les groupes d'usagers et les organismes nationaux de règlementation, ainsi que des organisations internationales, ont présenté des exposés sur les activités et les initiatives qu'ils avaient engagées en matière d'itinérance. L'année dernière, le Conseil du commerce des services a engagé des discussions sur la pertinence éventuelle des engagements dans le cadre de l'AGCS et des disciplines énoncés dans cet Accord pour les tarifs d'itinérance mobile internationale. Le Symposium visait à donner un cadre à ces discussions.

Background

Roaming charges, both wholesale and retail, have for some time remained at what are often considered to be exceedingly high levels. A variety of national and regional studies and regulatory solutions were described at the Symposium. An international users group highlighted the problems that high costs can pose for business users and how it can affect international trade.  A mix of large and small telecom companies operating around the world offered their perspectives on current market trends, and how they, in some cases, are trying to meet demand for lower roaming rates. The ITU and OECD reported on formal recommendations their members have negotiated to encourage governments to address the issue with a mix of regulatory and market incentives.
