SEMI-ANNUAL REPORTS UNDER ARTICLE 25.11

OF THE AGREEMENT

1. Under Article 25.11 of the WTO Agreement on Subsidies and Countervailing Measures, Members shall submit, on a semi-annual basis, reports of any countervailing duty actions taken within the preceding six months.

2. The WTO Committee on Subsidies and Countervailing Measures adopted (G/SCM/M/1, paragraph 20) the recommendation of the Informal Contact Group on Anti-Dumping, Subsidies and Safeguards that the first semi-annual report submitted by each WTO Member will cover the period July-December or January-June, whichever is more recent, prior to the date of entry into force of the WTO Agreement for that Member (PC/IPL/11, Annex 7).

3. All Members are therefore invited to submit their semi-annual reports covering the period 1 January-30 June 1995 not later than 31 August 1995. Members which have not taken any action within the reporting period are also invited to inform the Committee accordingly.

4. Members will recall that the Committee adopted a format for semi-annual reports at its regular meeting of 13 June 1995. This format is contained in document G/SCM/2 dated 22 June 1995.

5. In view of the decision adopted by the Tokyo Round Committee at its meeting of 22 February 1995, a semi-annual report to the WTO Committee will be deemed also to be a semi-annual report pursuant to Article 2:16 of the Tokyo Round Agreement on Interpretation and Implementation of Articles VI, XVI ad XXIII of the GATT 1947.

6. Reports received in reply to the above request will be issued in addenda to this document.
