Thematic Session on Transparency

Since 2014, MaryAnn Hogan has served as the Team Leader for the USA WTO TBT Enquiry Point, located in the Standards Coordination Office (SCO) at the National Institute of Standards and Technology (NIST) in the U.S. Department of Commerce. MaryAnn oversees and facilitates the carrying out of U.S. notification obligations under the Agreement on Technical Barriers to Trade (TBT) and facilitates communications within the U.S. government and between government and industry concerning TBT matters. MaryAnn provides guidance and information to U.S. stakeholders, both industry and government on engaging and learning about TBTs and TBT related information, and shares official communications and comments from the U.S. with international governments. Prior to joining the USA TBT Enquiry Point in 2010, MaryAnn was a science reference librarian for NIST.

Dr. LEE is currently the Senior Deputy Director of the WTO and RTA Centre, Chung-Hua Institution for Economic Research (CIER). Currently he also serves as a commissioner of the International Trade Commission, MOEA. Dr. LEE specialised in trade and liberalization policy, services trade, non-tariff measures and regional integration. He has over 15 years of experience in trade policy research and policy/regulatory consultancy for both the public and private sectors, and he regularly serves as capital-based expert for WTO and APEC meetings. Under the leadership of Dr. Lee, the WTO and RTA Centre, CIER, is a key institute in trade policy research and a major provider of capacity-building programs for both public and private sectors.

Dr. Lee is also a key advocator for the enhancement of regulatory coherence and harmonization. In this capacity, he is a frequent contributor and commentators on general trade/economic policy and regulatory reform agenda for major media outlets. A law school graduate, Dr. Lee receives his PhD in Public Policy from the Crawford School of Public Policy, Australian National University in 2006.

Kristan Callahan is a public health advisor in the Office of Trade, Mutual Recognition, and International Arrangements of the U.S. Food and Drug Administration, Office of Global Policy and Strategy (OGPS). She started in OGPS in 2017 as an international relations specialist in the India Office in OGPS.

Prior to joining OGPS, Kristan served as a lead regulatory counsel in the Center for Drug Evaluation and Research. While there, she advised CDER’s Office of Management, Division of User Fee Management and Budget Formulation staff on matters related to the user fee amendments involving biosimilar biological products, brand name and generic drug products, and compounding pharmacies.

Kristan earned her juris doctorate degree from American University Washington College of Law, where she served on the Administrative Law Review. She earned a Bachelor of Art degree from New York University.

Becxi Sanchez is an International Trade Specialist in the United States Department of Agriculture’s (USDA) Foreign Agricultural Service (FAS), Multilateral Affairs Division, Trade Policy and Geographic Affairs. She currently serves as coordinator of USDA’s Interagency Review Mechanism on foreign Technical Barriers to Trade (TBT) and Sanitary and Phytosanitary (SPS) measures where she works jointly with USDA agencies and regulators, U.S. TBT and SPS Enquiry Points, U.S. Embassies, other U.S. Government agencies, and the Office of the United States Trade Representative (USTR) to ensure timely and thorough evaluation of TBT and SPS notifications and submission of U.S. Government comments. She has also served in the U.S. delegation attending WTO TBT Committee meetings providing technical support on agricultural TBT specific trade concerns, as well as at the bilateral level working on the administration of TBT provisions of U.S. bilateral trade agreements.

Prior to joining FAS, Ms. Sanchez served as an International Trade Specialist with the Organization of American States, Washington DC and Ministry of Trade of Venezuela, Caracas.

Ms. Sanchez earned her law degree from Catholic University, Tachira, Venezuela and her Master of Laws degree, LL.M. from University of Cambridge, United Kingdom where she served as research assistant at the Lauterpacht Centre for International Law.
