Paragraph 31 (iii) of the Doha
Development Agenda has launched negotiations on “the reduction or, as
appropriate, elimination of tariff and non-tariff barriers to
environmental goods and services.” This workshop focuses on trade
liberalization in environmental goods, and has as its objective
enhancing Members' understanding of the key issues involved in the
negotiations.
The workshop is divided into
three sessions. Session 1 provides an overview of the trends in the
environmental goods industry. Session 2 addresses the concerns and
challenges for developing countries in these negotiations, looking at
the experiences of Nicaragua, India, and Kenya. Session 3 examines the
practical considerations involved in identifying and defining
environmental goods, such as the issues of multiple end-use, and of
process and production methods. It looks at how various GATT/WTO sectoral liberalization initiatives have tackled similar definitional
problems in the past; at the construction of the APEC list of
environmental goods; and at how the Harmonized System operates.
