Tajikistan reaffirmed its intention to join the Agreement on Trade in Civil Aircraft in line with its WTO accession commitments.¹ The agreement eliminates import duties on all aircraft — other than military aircraft — and on all other products covered by the agreement, including civil aircraft engines and flight simulators. The agreement is plurilateral and has 32 signatories (12, if the individual EU member state signatories to the agreement are not counted separately from the EU).

WTO members adopted a protocol in November last year aiming to update the aviation products list covered by the agreement to align with the 2007 version of the Harmonized System. To date, no party has submitted the instrument of acceptance of the protocol to the WTO, the Chairman reported. The Harmonized System is an international nomenclature developed by the World Customs Organization allowing all participating members to classify traded goods on a common basis.

The Committee also discussed a proposal to start another round of discussions to further update the aviation products list covered by the agreement to align with the 2012 version of the Harmonized System. Members had various views on this idea and the Chairman stated that he will hold informal consultations in due course.
