technical assistance and training

WTO TA Annual Report 2025

Technical Assistance (TA) is a core function of the WTO aiming to enhance human and institutional trade capacities in developing and least-developed Members and Observers.

This report assesses the performance of WTO Technical Assistance (TA) in 2025. It highlights the resilience of WTO TA in a year marked by severe resource constraints, with 80% of performance targets fully or partially met. The report examines how the WTO Secretariat adapted its delivery model in response to the liquidity crisis, including a significant shift towards blended and virtual formats, while continuing to support beneficiaries’ priority areas. It also notes the decline in overall participation, with over 13,000 government officials trained, and the continued inclusion of LDC participants, who accounted for 29% of beneficiaries. Testimonials and in-depth analysis illustrate how WTO TA continued to enhance human and institutional trade capacities in developing and least-developed Members and Observers despite a more constrained operating environment.
