Complaint by the European Communities.

On 6 February 1998, the EC requested consultations with the US concerning the US Harbour Maintenance Tax (HMT), allegedly introduced by legislation in the US. The EC contended that the HMT violates Articles I, II, III, VIII and X of GATT 1994, as well as the Understanding on the Interpretation of Article II:1(B) of GATT 1994.
