A Practical Guide to the Economic Analysis of Non-Tariff Measures is the third volume in the series of Practical Guides to Trade Analysis co-published by the United Nations Conference on Trade and Development (UNCTAD) and the WTO. This volume provides the main tools for the analysis and empirical assessment of the trade effects of non-tariff measures.

Non-Tariff Measures (NTMs) are all policy interventions other than tariffs that can potentially affect the quantities and the prices of internationally traded products. Their measurement is more complex than any other trade policy instrument such as tariffs given their variety and the difficulty of assessing their restrictiveness.

Written by experts with practical experience in the field, this publication outlines the major concepts of the economic analysis of non-tariff measures and contains practical guidance on how to apply them to concrete policy questions.

This publication has been developed to contribute to the enhancement of developing countries’ capacity to analyze and implement trade policy. It is aimed at government experts engaged in trade negotiations as well as students and researchers involved in trade-related study or research.
