Consultations
Complaint by Venezuela
On 28 December 2018, Venezuela requested consultations with the United States concerning measures imposed by the United States relating to: goods of Venezuelan origin, imports of gold from Venezuela, the liquidity of Venezuela's public debt, transactions in Venezuelan digital currency, and the supply and consumption of services by certain Venezuelan nationals (e.g. Specially Designated Nationals and Blocked Persons List).
Venezuela claimed that:
- Measures relating to goods of Venezuelan origin appear to be inconsistent with Articles I:1, III:4, V:2, XI:1, XIII:1 and XXIII:1(b) of the GATT 1994.
- Measures relating to imports of gold from Venezuela appear to be inconsistent with Articles I:1, II:1(a), II:1(b), III:4, X:3(a), XI:1 and XXIII:1(b) of the GATT 1994.
- Measures relating to the liquidity Venezuela's public debt appear to be inconsistent with Articles XVI:2 and XXIII:3 of the GATS.
- Measures relating to transactions in Venezuelan digital currency appear to be inconsistent with Articles II:1, XVII:1 and XXIII:3 of the GATS.
- Measures relating to the supply and consumption of services by certain Venezuelan national appear to be inconsistent with Articles II:1 and XXIII:3 of the GATS.
Panel and Appellate Body proceedings
On 14 March 2019, Venezuela requested the establishment of a panel. On 15 March 2021, Venezuela submitted a revised request for the establishment of the panel.
