Thematic Session on Digital Solutions for Conformity Assessment Procedures

WTO Members and stakeholders will share views on the use of digital solutions for conformity certificates and quality infrastructure activities. The aim is to increase understanding of Member efforts to promote the digitalisation of trade processes, and notably of conformity certificates, and provide an opportunity to discuss digital regulatory approaches.
Guiding questions:
- How have new technologies enabled the adoption of digital solutions for conformity assessment? What is the role of the private sector and other stakeholders (NGOs, civil society, etc) here? What are the challenges for developing Members in the adoption and application of such digital solutions, given in particular costs, complexity and the ever-evolving nature of new digital technologies?
- How can digital legal, regulatory and technological approaches (e.g., blockchain, single window, e-transferrable records, remote conformity assessment, etc.) be implemented in accordance with core TBT principles and good regulatory practice? What's the role in particular of international standard-setting activities here?
- Electronic certificates of conformity are considered one of the possible digital solutions for improving conformity assessment. What have Members learned in their efforts to promote electronic certificates of conformity and other digital solutions? What to do, and what not to do?

Biography Matt Gantley
Matt Gantley is the Chief Executive of UKAS, the UK’s national Accreditation Body and major contributor to the UK and global quality infrastructure. Matt has over 20 years’ experience in the conformity assessment and prior to joining UKAS he was the Managing Director of NQA Certification and held senior Directorship positions in certification, training and consulting enterprises and was the Chairman of the Association of British Certification Bodies. Matt served as a visiting MBA lecturer on Strategic Management at Manchester Business School.
Biography Gabi Kimura
Gabi Kimura is Senior Marketing Manager at TÜV Rheinland. She worked at TÜV Rheinland Japan for 15 years before moving to the company’s HQ in in Cologne, Germany, in 2011. Since 2012 she has been responsible for the TÜV Rheinland test mark and the online database Certipedia. Certipedia is a public, searchable platform showing summaries of all valid certificates issued by TÜV Rheinland.
Biography Brett Hyland
Brett Hyland BSc(Hon) GDip Eng is the Stakeholder Engagement Manager with the National Association of Testing Authorities (NATA) in Australia. With a deep background in accreditation operations and policy, Brett has decades of experience working with industry and government stakeholders to ensure that the Australian systems for product and asset compliance continue to serve the public interest.
Brett has prior experience in the management of commercial laboratory operations and has led hundreds of third-party evaluations of laboratories, inspection bodies and accreditation bodies based on international conformance standards including ISO/IEC 17011, ISO/IEC 17020 and ISO/IEC 17025. He is also part of the Asia Pacific Accreditation Cooperation (APAC) panel of international evaluators, supporting accreditation activities across the Asia-Pacific region.
Prior to his current role, Brett served as the Sector Manager for Materials Assets and Products within NATA, where his technical responsibilities related to the oversight of testing by Australian laboratories relating to consumer goods, industrial materials and engineering assets.
Most recently, Brett has been involved in activities funded by the Australian Government directed towards defining standard protocols for handling conformity data, within the context of digital trade systems. A report titled Digitalisation of Conformance and Accreditation Processes based on ISO/IEC Global Data Standards arising from this work has recently been published and can be found here: www.nata.com.au/supplychain.
Biography Lucian Cernat
Dr. Lucian Cernat is the Head of Global Regulatory Cooperation, TBT and International Public Procurement, DG TRADE (European Commission). Until 2008, he held various positions at the United Nations in Geneva dealing with trade and development issues. He published widely on the development impact of trade policies on LDCs, WTO negotiations, EU FTAs and preferential market access, trade and technology, and the growing role of mode 5 services in global supply chains. Prior to his UN experience, he has been a trade diplomat with the Romanian Ministry of Foreign Affairs. He obtained a PhD from University of Manchester and a postgraduate diploma from Oxford University. Biography Warren Merkel
Warren Merkel serves as Leader of the Standards Services Group in the Standards Coordination Office of the National Institute of Standards and Technology (NIST), Gaithersburg, MD, USA. Programs under his responsibility include engagement with government agencies on standards and conformity assessment issues, and operation of the World Trade Organization Technical Barriers to Trade Inquiry Point for the United States. Mr Merkel also served as co-convener of ISO/CASCO Working Group 44 on the revision of ISO/IEC 17025, General requirements for the competence of testing and calibration laboratories. Prior to his current position, Mr Merkel was Chief of the National Voluntary Laboratory Accreditation Program (NVLAP) at NIST from 2003 to 2006. After leaving NIST for six years to teach chemistry, he returned to serve as Chief of NVLAP from 2012 to 2015.From 1996 to 2003, Mr Merkel was employed by the American Association for Laboratory Accreditation (A2LA), most recently as Technical Manager. From 1992 to 1996, he worked as an Investigative Chemist in the Defense Logistics Agency Analytical Product Testing Center in Philadelphia, PA. Mr Merkel holds a B.S. in Chemistry from Temple University and a M.Ed. in Curriculum and Instruction from Bloomsburg University.Biography Lin Feng

He is mainly responsible for the development and implementation of quality policy, national quality infrastructure development, product safety supervision policy and other related systems.
Biography WEI Lai
Wei,Lai is a China class 1 registered architect, LEED AP. He is the senior consultant of Beijing ZhongJianXie Certification Centre Co., Ltd (JCC), deputy chief architect and BIM director of China Institute of Building Standard Design & Research (CBS), international council member and steering committee expert of buildingSMART International, secretary-general of buildingSMART China Chapter. He is also the convenorof ISO TC 10/SC 08/WG 18 (Documentation) and expert of ISO TC59/ SC13 (BIM), ISO/IEC JTC 1/SC 31/ WG8 (Application of AIDC standards).
Wei is an internationally leading expert in the field of BIM and one of the leaders of BIM standards in China. For more than 10 years, he has accumulated rich experience in BIM standard development, architectural design, project management and BIM application and research. The BIM delivery methodology which he advocated has been accepted by domestic and foreign counterparts, and has been widely used in AEC fields such as railway, water transportation and so on. He is an advocate and promoter of the integration of AEC digital standards.
Wei is leading the revision works of 3 ISO standards, including: ISO 4712 Technical drawings — Construction drawings — Drawings for the assembly of prefabricated structures, ISO 6284 Construction drawings — Indication of limit deviations, and ISO 7519 Technical drawings — Construction drawings — General principles of presentation for general arrangement and assembly drawings. He also involved in developing the ISO 19650 series, which is one of the most important BIM international standard worldwide.
Besides,as the chief editor, he has developed a large number of BIM standards, mainly including: Standard for design delivery of building information modeling (national BIM standard GB/T 51301) , Standard for graphic expression of building information modeling(industrial standard JGJ/T 448), Standard for construction Information classification and coding of civil transport airports (industrial standard) and so on.
