SPS Transparency Working Group
At its March 2025 meeting, the SPS Committee agreed to the creation of an SPS Transparency Working Group (TWG), following a recommendation from the Sixth Review of the Operation and Implementation of the SPS Agreement (G/SPS/74 and G/SPS/74/Add.1). The TWG will be open to the participation of all WTO members and observers, with a two-year duration that may be extended by the SPS Committee. It will explore a non-exhaustive list of topics outlined in paragraph 2.34 of document G/SPS/74.
As decided by the SPS Committee at its June 2025 meeting, the SPS TWG will hold its inaugural meeting in November 2025, with Chile and New Zealand acting as co-stewards and the Group's work guided by the operational guidelines available in document JOB/SPS/41. Members are encouraged to facilitate the active participation of SPS National Notification Authorities (NNAs), Enquiry Points (NEPs) and other officials involved in implementing SPS transparency provisions, in this working group.
All SPS notifications, as well as the list of SPS NNAs and NEPs contact details, are available on the ePing SPS&TBT Platform. Further SPS transparency-related information is available from the SPS Transparency Toolkit.

Why participate in the SPS Transparency Working Group?
Transparency is a core principle in the SPS Agreement, enhancing the clarity and predictability of SPS measures. Since changes in SPS regulatory requirements can affect market access, keeping trading partners informed of such changes and allowing for comments on draft regulations, among others, can help avoid unnecessary barriers to trade.
Following the adoption of the report of the Sixth Review in March 2025 (G/SPS/74 and G/SPS/74/Add.1), the SPS Committee agreed to create an SPS TWG to explore possible improvements to SPS notifications, the comment process, possible enhancements to the ePing SPS&TBT Platform, and revisions of key SPS transparency documents. The first meeting of the TWG will be held in November 2025.
Who can participate in the SPS Transparency Working Group?
All WTO members and observers can participate in the working group. Given its transparency focus, SPS NNAs and NEPs as well as other officials involved in implementing SPS transparency provisions are encouraged to actively participate.
How to participate?
The TWG will take place in a hybrid format during the SPS Committee meeting week; the Committee may also convene additional meetings during the year if needed. Government officials should contact their WTO Representation (e.g. Permanent Mission in Geneva) to obtain badges to attend the TWG meetings in person or to obtain the necessary credentials to participate online.
